The Federal Law for the Prevention and Identification of Operations with Resources of Illegal Origin is published in the Federal Official Gazette of October 17, 2012, (in force as from July 18, 2013) which purpose is to establish the measures and procedures to prevent and detect acts or operations that involve resources of illegal origin.

On the month of December 2011, the Supreme Court of Mexico ruled that the Aviation Law is unconstitutional, since the same limits in an unjustified manner the amount of the indemnification the passengers are entitled to in the event of air accidents.

An executive order amending Article 73-Quarter of the Federal Consumer Protection Law was published in the Federal Official Gazette on January 18, 2012 to become effective the following day. The amendment provides that any transaction involving a land developer, constructor, promoter or other person providing assistance or selling to the public real estate for housing must include an offer to the consumer of a warranty for not less than five years with respect to structural defects, three years for roof waterproofing, and one year for all other defective items, on the understanding that such terms will be counted as of the delivery date of the real estate.

These provisions will apply to any transaction that is entered into after the effective date of such amendment.

On August 2012, the Supreme Court of Justice of the Nation decided that even when the patient gave his/her consent for the use of anesthesia, damages caused for the use of such substance create liability for the doctor or institution that was in charge of the process. The court determined that in these cases there is a presumption that the damages caused by the anesthesia were originated by negligence, therefore the doctors that took part in the stages that cover the anesthetic care will have to submit arguments against those claims.

In connection with the recent amendments to the health regulations, the Federal Commission for the Protection Against HealthRisks ("Cofepris") has taken different actions against the sale, distribution and advertising of the so called "miracle products," which are distributed without the support of scientific evidence proving their therapeutic properties.

These rules come into force in 30 working days after September 28, 2012, and they rule

b. The processes of certification and professionalization of the Public Servants of the National Immigration Institute
c. The international movement of persons
d. The criteria and requirements for the issuance of visas
e. The immigration situation of foreigners in Mexican territory
f. Protection to immigrants that transit through Mexican territory
g. The immigration administrative procedure in regulation, control and immigration verification matters and the assisted return of foreigners

Pursuant to the 2011 General Rules on Foreign Trade, since January 2, 2012, holders of trademarks that have been registered with the Mexican Industrial Property Institute ("IMPI") may request the listing of their trademarks at the Mexican Customs Office ("AGA"), through a database developed by AGA. The purpose of the listing is to facilitate the identification of goods illegally bearing trademarks registered in Mexico and being imported into the country, thus violating the rights of their legitimate holders. The listing will expedite the immobilization of goods and the filing of criminal or administrative-law actions. The AGA application must include the following information:
